for the Implementation of the MRC’s Corporate Plan’, 19 May 1995. Item 4 on page 3 reads: ‘Portrayed as
a matrix organisational model some activities should be viewed as constraints linked to generic managerial
and organisational issues (vertically oriented), while others would be of a need-driven variable nature –
