(NEHAWU), compelling recognition of this union as legally representing these members. With some
foreboding, the MRC anticipated that this would ‘change the future employment relations parameters’
(MRC, AR 2011–2102, p. 104). Twelve years earlier, in 1999, such managerial discomfort at the prospect
of a trade union operating at the MRC had helped check an attempt by some staff to turn their fledgling
Scientific, Medical and Allied Employees’ Association into a full trade union.
