How do we turn the principles of Community-Oriented Primary Health Care (COPC) into a functional reality? This discussion will examine the development of the KwaZulu-Natal Primary Health Care Transformation Committee (PHCTC), a structure built on the belief that health transformation towards UHC, requires collective intelligence. By utilising a shared Theory of Change, we will examine how the PHCTC creates space for multi-level planning and the scaling of evidence-based innovations. We examine the lessons learned in building a governance model that is as much about people and partnership as it is about systems and structures.
